It consists of Public Opinion Warfare (Yulun Zhan), Psychological Warfare (Xinli Zhan), and Legal Warfare (Falü Zhan). Unlike Western information operations, it functions as a permanent, peacetime-to-wartime continuum targeting adversary threat perception and legal regimes.
• Yulun Zhan (舆论战 , Public Opinion/Media Warfare): The systematic dissemination of state-engineered narratives across global communication channels to guide public perception, manipulate interpretive frameworks, and secure first-mover informational advantage during geopolitical crises.
• Xinli Zhan (心理战 , Psychological Warfare): Operational capabilities aimed at degrading the cognitive processing, emotional stability, and resolve of foreign civilian populations, military personnel, and political leadership. It combines coercive military signaling, active cyber harassment, and targeted elite intimidation to cultivate strategic fatalism.
• Falü Zhan (法律战 , Legal Warfare / Lawfare): The exploitation of domestic, international, and institutional legal systems to assert sovereignty over contested zones, invalidate bilateral defensive treaties, and introduce bureaucratic policy friction designed to delay or paralyze an adversary’s decision to deploy military assets.
• Tixi Pohan Zhan (体系破击战 , System Destruction Warfare): The core operational doctrine guiding modern PLA campaign planning. It posits that victory in high-tech conflict is achieved not by destroying individual enemy combat platforms, but by systematically severing, blinding, and dismantling the adversary’s interconnected command, control, communications, and sensor networks while preserving friendly system integrity.
• Wangluo Xinxi Tixi (网络信息体系 , Network Information System): The centralized, state-level technical mesh architecture that fuses multi-domain sensor feeds, automated command chains, and precision-guided weapon arrays into a singular operational database.

Institutional & Bureaucratic Entities

• Xinxi Zhiyuan Budui (信息支援部队 , Information Support Force / ISF): The direct-reporting strategic arm of the PLA established during the April 2024 restructuring.
